This Declaration, read by Bretigne Shaffer of World Council for Health Kentucky, recognizes the illegitimacy of the United States government, on the 250th anniversary of the signing of the American Declaration of Independence. It is a key outcome of the World Council for Health’s Better Way Conference, which was held in Warwick, Rhode Island, May 30/31, 2026.

World Council for Health, an international health and sovereignty initiative, stands resolutely for the unalienable rights of the individual, for individual sovereignty and for A Better Way. The Better Way Principles, based in natural law, transcend ideologies of nation state, culture and religion – the Better Way Principles are universal, whilst responsibility is individual. Thus, responsible self-governance lies at the heart of a Better Way for the United States of America and the World.
About Bretigne Shaffer
Bretigne Shaffer spent many years as a journalist in Asia, writing for such publications as Reason Magazine, Asian Finance, and the Asian Wall Street Journal. During her time in Hong Kong, and traveling in China, she saw firsthand the workings of a free-market economy contrasted with that of a centrally controlled one, and witnessed the impact of economic reforms in China.
She left professional journalism in 2000, and turned to fiction writing. She has written “Urban Yogini: A Superhero Who Can’t Use Violence”, and “The Adventures of Annabel Pickering and the Sky Pirates.” Her collection of pandemic-related short stories, “Alligator” will be released soon, and she also has an upcoming novel, “Davey Sunshine and the Big Pandemic.”
Bretigne’s father was Butler Shaffer, law professor and libertarian philosopher. He was best known for his writing on LewRockwell.com, as well as his books, including “In Restraint of Trade,” (on the history of American business’ campaign to squash competition via the regulatory state) “Calculated Chaos,” and “Boundaries of Order.”
